I am writing to ask you to act so that the Irish State takes control of the 60 acres of the Bessborough site that are at risk of being ‘developed’ by property speculators. 19 mothers and 859 infants associated with Bessborough remain missing. Their burial places are not known, and perhaps may never all be known, but the Mother and Baby Homes Commission of Investigation has reported that: ‘it is highly likely that burials did take place in the grounds of Bessborough’. These 878 women and children are among Ireland’s disappeared. Allowing private development to proceed on land that may contain unmarked graves is a further injustice to those already suffered by survivors and affected people and bereaved families. The State should be protecting this site and ensuring that every possible effort is made to establish the truth. Instead, the Government insists that there has already been an ‘extensive’ investigation—despite the fact the Commission of Investigation did not undertake geophysical surveys (e.g. ground penetrating radar) or test excavations. Without such investigations, we have no way of knowing whether the grounds of the proposed development contain undocumented burials. Only in Ireland can a government be fatigued by terms like coercive and forced adoption, illegal adoption, child trafficking, forced labour, mass deaths of children in state care due to malnutrition, ‘illegitimate’ children, mass unmarked graves, mass disappearance of children and unmarried mothers where burial sites still remain unknown. But the Irish people are not fatigued. I am one of an overwhelming majority who wants the government to do the right thing: 1. Compulsorily purchase the remaining Bessborough site The Government should act on the unanimous motion passed by Cork City Councillors and the wishes of many bereaved families by acquiring the remaining 60 acres. This land should be preserved as a public memorial and place of remembrance, rather than being given over to those who want to make a profit. 2. Publish the Bessborough Technical Report(s) The Government should immediately release the report(s) of the forensic archaeologists engaged by the Mother and Baby Homes Commission of Investigation to carry out assessments of possible unrecorded burials at Bessborough. The MBHCOI did not publish any of the technical reports associated with archaeological assessments at Bessborough (even as they published the reports on Tuam and Sean Ross Abbey). In light of the eight High Court declarations that the Commission denied witnesses fair procedures by failing to allow them to see or request corrections to their misrepresented testimonies, there is a compelling public interest in ensuring that the Commission’s interpretation of the unpublished technical evidence is not the only account available. 3. Unseal all burial records All records relating to burials held within the Commission of Investigation archive should be released without delay, using emergency legislation if necessary. 4. Direct the Attorney General to seek an inquest Families have waited decades for effective investigations into deaths. The Attorney General should be directed to facilitate an inquest under section 24 of the Coroners Act 1962. Yours sincerely, [Your Name]
